City economic development leader highlights private sector relationships and regional workforce strength

Alfred Breuer, Assistant Director, City of San Antonio Economic Development Department, views closer business ties with Mexico as an opportunity to create jobs and improve economic mobility for San Antonio residents.

In an interview at the October 14 MOU signing between SAMA and INDEX Nuevo Laredo, Breuersaid Mexico’s importance to the city includes both historic connections and future business growth.

Alfred Breuer emphasized that the Texas–Mexico manufacturing connection depends on sustained communication and investment in people. “The strength of that regional workforce is going to benefit all of us,” said the assistant director of San Antonio’s Economic Development Department. He encouraged businesses and local organizations to keep communication open and strengthen workforce capabilities on both sides of the border. For Breuer, those relationships can support business growth while creating jobs and improving economic mobility for San Antonio residents.

Breuer described the city’s role as helping facilitate conversations and supporting relationships built by the private sector. Government can contribute to economic development, he explained, but businesses must also work together to turn connections into commercial activity. The agreement brings manufacturers and their representative organizations into that process.

Maintaining communication was one of his priorities. Breuer emphasized keeping local relationships active despite broader changes affecting business. He also called for strengthening workforce capacity on both sides of the border, arguing that a stronger regional workforce benefits the communities and companies connected through manufacturing.

The meeting’s presentations offered context for that emphasis. SAMA outlined its workforce development and business networking activities, while INDEX Nuevo Laredo described certified courses, practical workshops and specialized webinars for manufacturing companies. These existing resources show the expertise each association brings to the relationship.

Breuer said the number of businesses represented by the two organizations impressed him. Bringing those networks together, he noted, creates opportunities for companies to meet, and connections were already developing during the gathering.

Signed by SAMA President Dan Yoxall and INDEX Nuevo Laredo President Enrique Morán, the MOU provides a framework for continued cooperation. Breuer’s message places its significance in local terms: stronger relationships with Mexico can support San Antonio’s manufacturers, expand business opportunities and help connect residents with the benefits of industrial growth.
