Pharr EDC and COMCE Forge Alliance to Strengthen Mexico-U.S. Trade

The Mexican Business Council for Foreign Trade, Investment, and Technology (COMCE) and the Pharr Economic Development Corporation (Pharr EDC) of Texas signed a Memorandum of Understanding (MoU) to strengthen trade cooperation and encourage investment.
The agreement, signed in Aguascalientes, aims to position Pharr as a strategic logistics hub along the Mexico-U.S. border.
“This is a historic moment for us. We are expanding and signing key agreements for the economic development of Pharr. Collaboration is the only way to get things done; we need to work together. We can’t do this alone; we need you,” said Victor Perez, President and CEO of Pharr EDC.
He added that they are committed to opening new pathways for collaboration, allowing for sustained growth in key sectors such as logistics, cross-border trade, technology, and manufacturing.
Pharr stands out for its infrastructure and advantages in facilitating bilateral trade. Through these competitive strengths, the partnership aims to boost investment projects, facilitate trade exchange, and promote cooperation in strategic sectors between both sides.
This MoU represents an important step toward strengthening trade relations between Mexico and the Pharr, Texas region.
Regarding this agreement, Sergio Contreras, Executive President of COMCE Nacional, noted that it opens new opportunities for Mexican companies looking to expand their presence in the U.S. market.
Trade activities between Mexico and the United States amount to nearly 800 billion dollars annually, with over 25% conducted through Texas. This agreement with Pharr is therefore significant, he added.
For example, the Pharr International Bridge handles around 46 billion dollars in trade annually, ranking as the third largest border bridge by trade value and the top for perishables. With its planned expansion, the bridge seeks to double its operational capacity and enhance the efficiency of goods crossings, with completion projected between 2026 and 2027, noted Lilvette Santos, Director of Economic Development at Pharr EDC.
Participants in the event included Victor Perez, President and CEO of Pharr EDC; Sergio Contreras, Executive President of COMCE Nacional; Susana Duque Roquero, Director General of COMCE; and Liborio Alberto Flores Mendoza, President of COMCE Zacatecas. Esaú Garza de Vega, Secretary of Economic Development, Science, and Technology of Aguascalientes, and Lilvette Santos, Director of Economic Development at Pharr EDC, also attended.
