Pharr Becomes Home to COMCE Binacional, an Office to Support Mexican Companies Expanding into Texas

After 11 years of organizing trade missions to connect business owners from Zacatecas and other Mexican states with business opportunities in the South Texas Valley, the Mexican Business Council for Foreign Trade (COMCE) Zacatecas and the Pharr Economic Development Corporation (Pharr EDC) officially inaugurated the COMCE Binacional-Pharr office.
This new binational chapter marks a step forward in the relationship between both organizations, moving from guiding Mexican companies on the requirements to export to the United States to providing them with tools and support to establish operations in the region.
“We have been holding this event, this trade mission, for 11 years, and every year we continue to improve it. Basically, the purpose of this mission is for our producers to learn what is required to export their products to the United States, but now we are taking another step forward because, with the support of Pharr EDC and UTRGV, we are looking at how our business owners can come here and begin operating,” said COMCE Zacatecas President Liborio Flores.
Over two days, around 30 business owners who made up the COMCE Zacatecas delegation heard directly from authorities, development organizations and educational institutions about the requirements and opportunities to export products or establish operations in South Texas.
Trade mission connects business owners with opportunities in Pharr
The 2026 trade mission program included presentations on customs regulations, CBP guidelines, FDA permits, soft landing and legal strategies, as well as an overview of business opportunities and the advantages Pharr offers for the arrival of new companies.
Participants also toured the Pharr International Bridge and visited a warehouse used for the storage and distribution of perishable goods, with the aim of learning firsthand about the logistics activities carried out through this border crossing.
Participants in the mission included Mexican Deputy Consul in McAllen Jesús Cano; CBP Hidalgo Port Director Carlos Rodríguez; as well as representatives of associations and organizations involved in the importation of products into the United States and investment attraction.
As part of the closing activities of the trade mission, the business delegation visited the Pharr Global Business Hub, where a plaque officially identifying the building as the headquarters of COMCE Binacional Pharr Texas was unveiled. The office will be headed by Víctor Pérez as president, Liborio Flores as vice president and Lilvette Santos as executive director.
COMCE Binacional-Pharr to offer soft landing and advisory services to Mexican companies
With this new office, COMCE member companies will have a support point at 301 S Cage Boulevard in Pharr, Texas, where they will be able to access soft landing resources, advisory services and tools available through the Pharr Business Hub.
“This is something we had been working on. COMCE nationally has more than 5,000 members, and the unveiling of this plaque symbolizes that this office has its doors open to them. They can come here and be confident that we are going to help them,” said Victor Perez, CEO of Pharr EDC.
With the opening of this new office, the relationship built over 11 years between COMCE Zacatecas and Pharr EDC takes another step forward: from facilitating Mexican companies’ access to the U.S. market to creating the conditions for them to establish and develop operations in Texas.
