COSTEP Presents Academic Institutions with Initiative to Create the Binational Higher Education Advisory Council for South Texas and Northern Tamaulipas

With the goal of strengthening academic–industrial collaboration in the border region, representatives from educational institutions in Tamaulipas were presented with the proposal to establish the Binational Higher Education Advisory Council, an initiative led by the Council for South Texas Economic Progress (COSTEP).
The project seeks to coordinate efforts among universities, institutes, clusters, and economic development organizations across South Texas and Northern Tamaulipas.
The region, which includes cities such as Laredo, McAllen, Brownsville, Harlingen, Edinburg, Pharr, Mission, Reynosa, Matamoros, Nuevo Laredo, and Miguel Alemán, forms a strategic corridor for industry, innovation, and investment.
However, it currently lacks a formal higher-education mechanism directly linking academic offerings with labor market needs and nearshoring projects.
Strategic role of the Council
Adam Gonzalez, CEO of COSTEP, emphasized that one of the Council’s pillars will be the development of a regional data system combining educational offerings from South Texas and Northern Tamaulipas. This will enable economic development organizations and investment promotion agencies to provide strategic information to companies and industrial developers interested in establishing operations in the region.
Through the Council, data will be integrated on universities, technical schools, student enrollment, predominant majors, industry linkage programs, and specialized training capabilities.
This analysis will help identify current business needs, anticipate future talent demands in key sectors, and align educational efforts—starting from the upper secondary level—to guide new generations toward careers with higher regional relevance and growth potential.
Benefits for the region
The creation of the Binational Higher Education Advisory Council will provide:
- Universities: tools to update curricula, promote academic mobility, and establish dual-degree programs.
- Companies: access to specialized talent in sectors such as automotive, aerospace, medical, and electronics.
- Governments and EDCs: stronger industrial clusters and greater capacity to attract new investments.
- Communities: creation of skilled jobs, upward social mobility, and sustainable regional development.
Participating institutions joining the Council
The meeting included representatives from Universidad Tamaulipeca, Instituto en Ciencias Computacionales de Reynosa, Universidad Tecnológica de Tamaulipas Norte, TecMilenio, Universidad Miguel Alemán, Universidad Valle del Bravo, Cecati 177, and Cecati 105.
“The mission of the Binational Higher Education Advisory Council is to promote binational talent development through structured collaboration between educational institutions and industry, contributing to the economic and social growth of the Rio South Texas Region and Northern Tamaulipas,” said Adam Gonzalez, CEO of COSTEP.
He also shared that COSTEP has held linkage meetings with South Texas institutions including Laredo College, Texas A&M Internstional University, South Texas College, Texas Southmost College, Texas State Technical College, Valley Grande Institute , South Texas Vo-Tech and Texas A&M McAllen.
These actions represent a fundamental step toward formalizing the Binational Higher Education Advisory Council, which will create a binational model of talent and innovation for a stronger, more competitive, and more connected region.
