September 2, 2025

The Mexican Business Council for Foreign Trade (COMCE) Noreste Laredo Chapter, chaired by Eduardo A. Garza Robles, held its Members’ Meeting at the Executive Room of the Harold R. Yeary Library in Laredo College.

The event brought together business leaders, municipal and federal authorities from both countries to analyze current challenges in foreign trade and develop proposals aimed at strengthening the competitiveness of the border region.

Modernization of Infrastructure and Regional Competitiveness

During the session, Laredo Mayor Víctor D. Treviño presented updates on the feasibility study for toll adjustments at international crossings, assuring that no increases will be implemented in the short term while economic uncertainty persists. He reiterated his commitment to infrastructure modernization and open dialogue with the private sector.

Elsa Hinojosa, Director of the Laredo Bridge System, highlighted progress in the digitalization of payments and operational efficiency at international bridges under the framework of “Smart Infrastructure for a Competitive Border.”

Lieutenant Colonel Eric Omar Salinas Flores, Head of the Nuevo Laredo Customs Office, presented his 2025–2026 work plan, underscoring that this port of entry accounts for nearly 40% of bilateral trade between Mexico and the United States. He emphasized the goal of surpassing MXN 210 billion in revenue collection and the importance of investing in artificial intelligence, X-ray technology, and specialized talent.

Recognition of Leadership and New Members

Private sector representatives commended Mayor Treviño’s stance on opposing toll increases, a measure that strengthens regional competitiveness and protects key sectors such as transportation, customs agencies, logistics, and supply chains.

The dialogue led to working groups evaluating sustainable financing schemes for border infrastructure without burdening the productive sector. Alejandro Sánchez Garza stressed the importance of the timing, citing upcoming milestones such as the inauguration of the ANAM and reforms to the Customs Law.

Enrique Morán, President of INDEX Nuevo Laredo, offered maquiladora sector resources in case of contingencies at the International Bridges, while Laura de la Miyar called for avoiding past mistakes in projects such as the customs laboratory and promoting stronger institutional recognition.

The event was attended by Ambassador Juan Carlos Mendoza Sánchez, Consul General of Mexico in Laredo, Texas; Consul Evan Stanley of the United States in Nuevo Laredo; as well as leaders from CENSECAR, COPARMEX, CANACINTRA, ATC, CANACAR, INDEX, and economic development officials from both sides of the border.

During the session, new members were formally integrated into the COMCE Noreste Laredo Chapter:

  • Import & Export Consulting Inc. – Víctor Palafox
  • Asesores Aduanales Delta, S.C. – A.A. Ing. Hugo Nishiyama de la Garza
  • De la Miyar Garza Agencia Aduanal, S.C. – A.A. Lic. Laura Alicia de la Miyar
  • Grupo CMO Customs & Logistics – A.A. Jesús Alberto Marina Delgado

These incorporations strengthen the business collaboration network along the border, consolidating a more modern, efficient, and better-prepared region for future logistical and economic challenges.

Eduardo A. Garza Robles, President of the COMCE Noreste Laredo Chapter, closed the meeting by thanking all participants and reaffirming that national organizations are committed to supporting the needs of Nuevo Laredo Customs as part of a collective effort to promote foreign trade development.
