RSTEF invests more than $2.2 million to develop skilled talent across the Rio South Texas Region

The development of specialized talent continues to gain momentum as a strategic component of economic development in the Rio South Texas Region, where the Rio-South Texas Education & Community Development Foundation (RSTEF) announced the allocation of more than $2.2 million to six community organizations in 2026.

The funding is directed toward postsecondary education, workforce development and training programs, including scholarships for students from low-income families in the final stage of their studies, internships in construction sciences, job training and equipment upgrades to expand program capacity.

According to RSTEF, this year’s grants represent a potential investment of up to $4.4 million in talent development when matching funds are included, and could benefit up to 815 participants pursuing postsecondary degrees or technical certifications.

Specialized talent for construction, HVAC and STEM

The funded programs are linked to areas considered strategic for the regional economy, including construction, physical therapy, dental services, HVAC, electricity and STEM.

The strategy seeks to reduce the barriers faced by students and workers as they complete their academic training and gain access to credentials aligned with labor market needs.

The beneficiaries of the 2026 funding round are six organizations connected to education and community development:

• Texas Southmost College Foundation
• South Texas College Foundation
• The PossAble Dream Foundation
• Noble Charities Foundation
• Lindenwood Education System
• University of Texas Rio Grande Valley

Through this model, RSTEF seeks to connect education with available job opportunities across the region and contribute to the development of a workforce with stronger capabilities to meet the needs of industries and specialized service sectors.

RSTEF has awarded $11.6 million since 2019

The 2026 investment adds to a strategy that RSTEF has maintained since 2019 to strengthen human capital across the Rio South Texas Region.

Since then, the foundation has awarded $11.6 million to 41 programs in the region. These resources have helped leverage up to an additional $23.2 million through matching-fund mechanisms.

The funding model seeks to multiply the impact of private resources and direct them toward programs capable of generating results in education, professional certification and employability.

RSTEF’s funding cycle for new projects remains open from July 1 through August 31, during which interested organizations may request information about funding mechanisms for the upcoming 2027 cycle.
