Harlingen EDC Strengthens Regional Collaboration and Manufacturing Growth

During the National Index Convention, Beverly Loftus, Director of Economic Development Operations for Harlingen EDC, highlighted the city’s strategic role in advancing industrial integration in South Texas and its long-standing collaboration with Mexico’s IMMEX manufacturing sector. In her remarks, she acknowledged Index Nacional’s 50th anniversary and the leadership of its president, Humberto Martínez, noting his contribution to strengthening the binational relationship between both countries through industrial competitiveness.

Loftus reaffirmed that Harlingen has been a constant ally in regional development, working closely with Index Matamoros and Index Reynosa to promote economic cooperation and attract new investment. She stated that this synergy represents a shared commitment to building a more dynamic border region, where manufacturing and logistics drive prosperity and employment. “Our city is not a spectator in this industrial growth—we are an active partner in binational progress,” she emphasized.

A Strategic Hub in South Texas’ Manufacturing Corridor

Located in the heart of South Texas’ manufacturing corridor, Harlingen offers a combination of logistical and geographic advantages that position it among the most attractive destinations for industrial and logistics expansion. Its modern infrastructure, direct access to major U.S.–Mexico transportation corridors, and highly skilled workforce make it an essential link in the cross-border production ecosystem.

Among its most valuable assets are the Valley International Airport, the Los Indios Commercial Bridge, and the Port of Harlingen, along with a growing network of suppliers and industrial parks that strengthen supply chain integration. This infrastructure allows the city to efficiently meet manufacturers’ needs—facilitating both the movement of goods and the establishment of new production operations.

Loftus added that Harlingen combines its logistical strength with a high quality of life, a key factor for attracting investors and specialized talent. “We offer a city that grows with its industry and understands the needs of those who manufacture, export, and innovate,” she noted.
