Texas continues to solidify its position in advanced manufacturing and defense production as Davie Defense Inc. announced a major expansion of its shipbuilding operations in Galveston and Port Arthur. The project represents more than $730 million in capital investment and is expected to create over 2,400 new jobs, reinforcing the state’s growing role in national maritime and industrial capacity.
The expansion will focus on the construction of Arctic-capable icebreakers and other specialized vessels for U.S. government and commercial clients, marking a significant step in revitalizing domestic shipbuilding infrastructure.
Expanding Shipbuilding Capacity on the Texas Gulf Coast
Davie Defense plans to scale production capabilities across two strategic Gulf Coast locations, leveraging deep-water port access, established maritime infrastructure, and a skilled industrial workforce.
The company intends to position its Texas operations as a central hub for complex shipbuilding projects in the United States. Arctic icebreakers—vessels critical to national security, Arctic access, and strategic mobility—will form a cornerstone of the production portfolio.
For the Texas Gulf Coast, the project strengthens the region’s profile as a maritime manufacturing cluster, complementing petrochemical, energy, and heavy industrial operations already established in Southeast Texas.
Texas Enterprise Fund Supports Strategic Manufacturing Investment
To secure the expansion, the State of Texas extended a $21.77 million Texas Enterprise Fund (TEF) grant to Davie Defense. The TEF program is a performance-based incentive designed to attract competitive relocation and expansion projects that generate high-quality jobs and significant capital investment.
For investors and site selectors, TEF participation signals the state’s commitment to scaling strategic manufacturing sectors and supporting projects tied to national security and industrial competitiveness.
Workforce Development and Industrial Integration
Beyond job creation, the project includes collaboration with regional workforce institutions, including training initiatives aimed at developing skilled shipfitters and maritime manufacturing professionals. The integration of workforce development programs strengthens long-term operational sustainability and reinforces the Gulf Coast’s industrial talent pipeline.
The investment is expected to generate multiplier effects across supply chains, including steel fabrication, advanced components, maritime engineering services, and logistics support.
Strengthening U.S. Industrial and Defense Readiness
The expansion comes amid renewed emphasis on domestic industrial capacity, particularly in sectors tied to defense and maritime infrastructure. Increasing U.S.-based shipbuilding capability enhances supply chain security, reduces dependency on foreign production, and supports long-term strategic readiness.
For Texas, the Davie Defense expansion further diversifies the state’s advanced manufacturing footprint, extending beyond energy and aerospace into high-complexity maritime construction.
As global competition intensifies in critical industrial sectors, the combination of capital investment, workforce scale, Gulf Coast port infrastructure, and state-level incentives positions Texas as an emerging national hub for large-scale shipbuilding and defense manufacturing.
